The brief

A consultation with over 8,000 council customers and staff resulted in a sharp focus on quicker, easier access to services, better user-centric technology and a more effective, efficient reception system for assessing visitors’ needs and assigning appointments.

Waiting times were a key concern, and with 70,000 people a year expected to use the facility, Plymouth City Council couldn’t afford to waste any of the space’s potential for meeting its customers’ needs.

The big challenge for Claremont was to deliver a breadth of services and inclusive access for all and to invigorate Plymouth City Council’s brand image, while keeping to a strict budget and project timeline.

 

The results

The ground floor is designed to cater to a broad range of visitor needs, with customer service booths, self-service and paying-in machines and disabled-friendly drop-in desks built around a reception hub and meet-and-greet area that facilitates quick assessment of visitors’ requirements upon entry to the building. The space has been carefully planned to house as many facilities as possible without compromising ease of access for disabled visitors and those with reduced mobility.

The first floor houses a number of meeting rooms and booths for private consultations and one-to-one meetings, while the second floor houses the staff area, where agile working and hot-desking principles have been used to make the most of the space, taking into account the council’s need to rationalise its use of space without compromising on service provision.

Plymouth City Council’s brand is reinforced throughout, with the colour scheme, furniture and bespoke artwork uniting the various zones within the building.

This dovetailed well with Claremont’s design approach, which begins with the needs of the people who use the space, and builds the physical design out from those needs.
